The Wirral Borough Council Highways Framework was a strategic opportunity for HA Civils to strengthen its regional presence and secure a steady pipeline of local authority work. The competition was strong.

Multiple contractors could demonstrate capability. The challenge was to present a delivery model that clearly outperformed on what mattered most to the client: speed, quality and environmental impact. The risk was lack of distinction.

Without a clear, joined up narrative, these elements could be presented as standard commitments, offering little to separate HA Civils from its competitors.
