Hochtief Construction was pursuing multiple Network Rail opportunities across three station refurbishment and new build projects, each requiring rapid turnaround submissions.


In rail, safety is the defining consideration and bids must do more than confirm compliance. They must clearly demonstrate how works will be delivered safely within live operational environments, managing complex interfaces while maintaining service continuity.


For Hochtief, the challenge was not simply to respond quickly, but to provide robust, credible assurance that safety was fully embedded in both planning and delivery.

Without a well structured narrative, even technically compliant submissions can fail to give evaluators confidence in how safety will be managed in practice. This can create uncertainty around delivery, particularly in complex, live rail settings.


Vision TDM worked closely with Hochtief to shape a response that placed safety at the core of the delivery strategy.


We focused on clearly articulating how Hochtief would operate within live station environments. This included managing stakeholder interfaces, protecting passengers and workforce, and ensuring that construction activities did not disrupt ongoing operations.


Safety was positioned as an integrated part of delivery, not a standalone requirement. Methodologies were aligned with programme and sequencing to show how risks would be anticipated, controlled and continuously managed throughout the works. This provided a coherent and credible picture of delivery in practice.


We also structured the submission to support clear evaluation. Technical detail, delivery approach and assurance mechanisms were presented in a way that made it easy for Network Rail to assess both compliance and confidence.


The result was a series of well structured, high quality submissions that demonstrated Hochtief’s ability to deliver safely within complex, live rail environments.
