The Project

Repositioned a subcontractor into a Tier 1 NATO prime, rising from 4th on appointment to top-performing supplier and retaining position at re-bid.

Summary

Vector Synergy retained its position on the framework, reinforcing its status as a trusted Tier 1 supplier. The bid was no longer constrained by past positioning — capability was clearly evidenced, understood and scored at Tier 1 level, driven by how Vision structured and presented the response.

Vector Synergy had a strong track record delivering as a subcontractor on NATO programmes. The ambition was to move beyond that position and secure a direct role as a Tier 1 supplier.

That step change brought a different level of scrutiny. The organisation needed to demonstrate not only capability, but the governance, scale and credibility expected of a prime contractor within a highly regulated environment.

The challenge was not just to compete, but to reposition.

Vector Synergy needed to present itself in a way that reflected where it was going, not where it had been. Vision TDM led the repositioning, working closely with the leadership and bid team to reshape how its capability was presented. The focus was on reframing the organisation’s experience, elevating its role from delivery partner to strategic provider, and ensuring the submission aligned fully with NATO’s expectations.

A key part of this was how past performance was presented.

Rather than being described in the context of subcontract delivery, it was positioned as evidence of capability at Tier 1 level. This helped demonstrate both readiness and confidence in taking on a more direct role.

At the same time, the submission was structured to clearly evidence compliance, governance and delivery assurance, ensuring that the proposal balanced ambition with credibility.

The result was a successful appointment to the framework, with Vector Synergy initially ranked 4th out of 10 suppliers.

From that position, the organisation went on to become the best performing contractor on the framework, strengthening its reputation and position within NATO programmes.

Vision TDM continued to support the subsequent re-bid. Building on delivery experience, we helped capture and articulate lessons learned, ensuring the refreshed submission not only met the tender requirements but demonstrated how the service would continue to improve.
