Defended HA Civils' framework seat through a re-procurement by shifting the story from past delivery to right-first-time performance certainty.
Summary
HA Civils secured its place on the framework in 2019 and with Vision TDM retained its position through the 2023 re-bid, demonstrating continued confidence from the client. The contractor was positioned as a dependable, high-performing partner, delivering consistent quality and certainty across the network.
HA Civils had an established position on the Liverpool Planned Highways Framework, with the added challenge of defending that position through a competitive re-procurement in 2023.
The objective was not just to win, but to retain position.
In a framework environment, past performance provides context, but it does not guarantee future success. The client needed clear, current evidence that HA Civils could continue to deliver at pace, with quality and consistency. Evaluators needed confidence that past performance could be sustained under future delivery pressures. The risk was complacency.
Without a strong, forward-looking narrative, the bid could rely too heavily on historic delivery, limiting its ability to differentiate in a competitive re-procurement.
Vision TDM worked closely with HA Civils to strengthen and modernise the submission. The focus was on clearly demonstrating certainty of outcome.
A key decision was how delivery performance was positioned.
Rather than focusing on activity or volume of works, the bid clearly articulated how HA Civils would achieve right-first-time delivery. This reduced the need for remedial works, minimised disruption to the network and provided greater assurance to the client on long-term asset performance. This shifted the focus from delivery volume to delivery reliability. Importantly, it positioned HA Civils as a contractor focused on long-term network performance rather than short term delivery metrics.
At the same time, speed of delivery was presented as a controlled outcome rather than a delivery risk. The submission demonstrated how efficient planning, coordinated delivery and experienced teams would enable works to be completed quickly without compromising quality.
We ensured this message was reinforced throughout the bid, aligning methodology, performance metrics and delivery approach into a clear and credible offer. The submission also reflected how emerging AI-supported planning and review processes could improve performance visibility, coordination and evidence consistency across framework delivery.
The result was a successful outcome across both procurement stages, reinforcing confidence in HA Civils’ delivery.
