EQUANS was preparing a bid for FM services for DEFRA, which included the management of highly sensitive environments, including pathology laboratories.

Early in the process, a critical issue emerged.

The bid required demonstrable technical expertise in operating and maintaining pathology lab environments. Without credible evidence in this area, the submission risked failing at evaluation, regardless of strength elsewhere.

Efforts to close that gap through external resource were unsuccessful.

EQUANS was unable to secure a suitable specialist. Vision TDM’s own network was also explored, but available contacts did not meet the required standard. The gap was clear, and it posed a direct risk to compliance.

At that point, Vision TDM changed the approach, shifting focus from sourcing expertise to building it into the submission itself.

We developed detailed, compliant maintenance protocols tailored specifically to pathology lab environments, clearly setting out how EQUANS would operate safely, meet regulatory requirements and maintain service integrity in high risk settings.

The narrative moved from lack of direct experience to demonstrable technical authority.

We then ensured this level of detail and clarity was embedded throughout the submission, reinforcing a consistent and confident approach to specialist FM delivery.

The result was a standout technical response.

EQUANS achieved the highest score among all bidders for this element, turning a critical weakness into a defining strength within the submission.
