VINCI (UK) Developments, working with ION Developments, secured the £250 million Derby Cultural Heart regeneration programme — set to transform Derby's city centre with new cultural facilities, enhanced public spaces and a revitalised destination.
Derby City Council set out an ambitious vision: to transform the city centre into a vibrant cultural destination that would attract visitors, support local businesses and redefine how the city is experienced.
At the heart of this vision was a £250 million regeneration programme - one of the most significant investments in Derby’s future.
The opportunity was substantial, but so too was the challenge.
This was not simply about delivering new buildings. It was about demonstrating how a complex, multi-element scheme could reshape the city’s cultural and economic future.
In a highly competitive tender process, many bidders would demonstrate construction capability. Few would convincingly articulate how the development would deliver long term regeneration impact, integrate with the existing urban environment, and create a destination that people would actively use.
Vision TDM reshaped the submission to address that gap. The focus was on aligning delivery with vision.
Working closely with VINCI (UK) Developments, ION Developments and the wider bid team, we structured the response to clearly demonstrate not just how the scheme would be delivered, but what it would enable the city to become.
Rather than presenting the scheme as a series of individual developments, the bid articulated a cohesive regeneration narrative of showing how cultural, leisure and public spaces would work together to create a connected, high quality city centre experience.
It clearly demonstrated how the development would strengthen Derby’s cultural offer, increase footfall and dwell time, attract investment and tourism, and support long term economic growth. At the same time, delivery credibility was maintained.
Technical responses, programme strategy and stakeholder coordination were tightly aligned, giving evaluators confidence that the vision could be delivered in practice, not just in concept.
This balance was critical. Ambition without deliverability creates risk. Deliverability without vision creates sameness. The submission successfully combined both.
The result was a high quality, fully integrated submission delivered under a demanding programme.
